Carthage interim marshal dismissed from ILEA

RUSHVILLE — For the second time in 12 months, Carthage’s primary law enforcement officer, Clint Ellis, has drawn attention to the small town’s law enforcement department.

Ellis was removed from the Indiana Law Enforcement Academy in November after being at the training facility for only one week.

At the time of his dismissal, Ellis had started an eight week, 300 hour Tier II Basic Training Course designed for town marshals.

Ellis’s dismissal from the program was the result of unauthorized use of an ILEA staff training computer.

The Wayne County resident commuted from the Richmond area to Carthage and worked roughly 20 hours monthly on a volunteer basis as a reserve officer with the CPD until being named the interim marshal in July,

His July promotion came as the result of then town marshal Risk Bush’s resignation being accepted by the town board.

Once he became a paid officer, state law requires that Ellis successfully complete the marshal training at ILEA within a 12-month period.  

No reason was given as to why Ellis was on an ILEA computer, but it was learned the officer had not been authorized to use staff computers for any reason.

Since his removal from the training facility, two special town board meetings have been held regarding the matter, the most recent Tuesday night with a third scheduled to begin at 5:30 p.m. today.

Earlier this year, Ellis was arrested on a warrant out of Kentucky for non-payment of child support. That arrest was later resolved; however, some Carthage residents questioned why then marshal Bush and current town board member Shannon Spense used the Carthage police vehicle to drive to Kentucky on what they claimed at the time was a “fact finding mission.”
